Older toshiba tv cx32621

we were told it needs a vertical hold part - the top 3-4 in of the screen have horizontal lines and roll ? We purchased in 1990 and have bought a new tv and want to give this one away to a friend but may cost too much to fix. Someone said the verticle hold switch or button or whatever is too close to some other button and it over heats - they said this was common.
