If I understand this correctly, when you open the internet to check your E-mail, it prompts you to connect? Try going (in Internet Explorer) to Tools | Internet Options | Connections and be sure that "Always dial" is not selected. Instead, change this to "Dial whenever a broadband conenction is not available" and see if this stops your issue.
