my acer aspire one series laptop is stuck on the blue reboot menu and no matter what I choose whether its safe mode or starting windows normally it will not reboot and I don't have any cds or software with me, is there a way I can fix it?

Not without CDs. Windows is dead, you need a recovery CD.
