It can be fixed but it is not cost effective. Parts and labor would exceed the cost of replacement. Typically is caused by the flex cable on the back of the carriage assembly. From flexing back and forth the small "wires" break and make intermitent contact for a while before they stop making any contact at all.

It can, but the price of a kit, is a little expensive. Think a New All-in-one printer.
