There are several 3rd party programs you can download for free to take webcam pics. I like using Debut on my HP laptop. You can get the free download link here.
Its not due to the laptop, the other person is viewing you on the internet (Yahoo/Msn etc) so the Video might get frozen sometimes or may be a lot many times depending on the bandwidth or the server load.
The voice is due to the microphone you are using, you can use microphone with noise reduction technology with some noise reduction utility.
This clearly is some kind of device configuration problem..Open control panel->sounds and audio devices->voice
Now click on test hardware and tap on your microphone and see if the sound meter is showing changes..then click next and tap again and see if you are able to hear it in your speaker.
If you cannot just download the latest device drivers for your sound card and that should fix the problem!

Try both of these and hopefully you will get it working!
they may need to increase the mic volume in the sound settings, and even better if they are using a laptop it may well have mic boost in the settings.
Tell them also to make sure they set the cam up in the relevant im programme they are using.
