Same Problem here. Toshiba L45 - s7423 won't power on. Power supply has almost 20 volts, Power light come on when I plug in power supply but Lap Top won't boot up. Tried with and with out Battery, still won't power on. Power Button seems to push in and out but not sure how to check it... ???

Press and hold the 0 (zero) key on your keyboard while powering on the computer. When the computer powers on, the Toshiba Recovery Wizard screen displays.
Your can try to unplug and re-plug your screen connector. Turn over your laptop and look for a very small cap in the left corner. Take out that 1 little screw and look for the connector.

Based on my experience this sounds more like a display issue, not necessarily the LCD but most like the inverter somehow cam unseated or it's on it's way out, then again it could be a graphic card that has come unseated without opening up the LCD bezel or examining the graphics card it's hard to say, sorry
Can you tell me whether this is a bios power on password, a hard drive lock password, or a windows administrative operating system password? I'm assuming that it is asking for a password when you say "locked".
I am only going to say this once........vista is the best ........ believe me alot of people are afraid of vista ... I cannot understand why may I ask you SIR why are you changing from Vista to XP when they are both the same OS .......it is senceless ........exeriment man oh man experiment you will succomb.................
