You must have a valid functional callmanager. You then set option 150 in your DHCP which specifies the IP address of the TFTP server which is ultimately callmanager.

You are very close to fixing your problem. You will need the correct firmware and files; these are proprietary but you should be able to acquire them from your certified reseller. You can not shut off CCM CSRST fall Back service. You need to either remove SRST reference in the device pool or for the phone specific configuration. I suggest you create device pool similar to one you have but without SRSR reference. Then you need to re-apply device pool in the phoone configuration and restart the phone.
