Dear User...

You can adjust the brightness and contrast of your monitor to improve the readability of text and to make digital pictures appear more like they'll look when printed.

To improve the results when adjusting the brightness and contrast settings for your display, use Display Color Calibration. The way you adjust brightness and contrast varies and depends on your specific display.

This is a problem in the monitor itself. The computer has absolutely no control over the On Screen Display. Most likely the button that controls contrast is stuck. You might try blasting the button with canned air. Sounds like it might be time to buy a new or used monitor.

Dell 17" monitor

I had a simalar problem with my Dell 2001FP. The issue is that there is false triggering of the switch; you need to open the front panel, and electrically remove the swictch from the circuit by: 1) analyze the circuit; its usally pretty simple - a voltage drop circuit. 2) disable the switch by either removing it with a solder gun or, simply by using a sharp blade and cutting the PCB track leading it to it, as I did.(much easier - and reversible!) Fixed my problem.
