Hmmm ok your resolution is probably set to high for that monitor you should start at 800x640 and go up from there you will probably have to borrow a newer monitor and set it lower

What resolution is the AOC monitor capable of using?
What is default resolution of the device you are connecting?
If the default is 1080P and the monitor is not 1080P capable then that would be your problem. You could attach to another monitor or HDTV and possibly turn down the resolution then try again.

click start control panel,display,desktop you can select a different desktop from the drop down list or a browse button where you can select different picturesthis may vary depending on your operating system also settings you can change the settings for more or less pixels or from the drop down list pick the appropriate level of color range or troubleshoot also select advanced then general dpi normal size,larger size or custom settings always click APPLY after making any changes hope this helps you
This sounds like a computer problem and not really a television problem. Check your driver files.
Try removing your driver files. Then disconnect your AOC monitor. Reboot the computer and login. Shut down the computer and reconnect the AOC monitor. Start the computer. Now install the monitor drivers.
Hook up that monitor to another laptop or computer. If it works then its an issue with the vga port on your laptop. If the monitor still shows those lines then you know for sure the monitor is bad and it will have to be replaced.
if u are changing ur old monitor to new u may face problem ,
press F8 when the system starts and select the safe mode option and login admin mode change video settings resolution(control panel/display properties) into higer like (1020 pix) and if it visible give yes and restart
