Check your battery if it is properly seated. Try removing and re-install the battery.
Else, your battery could be bad (not charging). How old is your Dell?

The 2032 battery is the standard cmos battery for all modern desktop motherboards.

if it starts with a jump from another car then it most likley needs an altenator or new battery

Are you sure when you installed it that you didn't pinch any of the flat-tape wiring?

Finally I got it working again, after a lot of try's (just put the plug in for a few hours) the led was red again for a brief moment, then it starting to flash orange again.
I looked it up on a lot of forums, the problem is that the (old) bios doesn't charge the batery anymore when it is deeply discharged.
So I put the plug in and out for about 10-15 times , and the brief moment it is not flashing it's still charging. Until it is not deeply discharged anymore and then it is charging the batery like it did before.

But I still don't understand why it is not working without the batery inserted ??

on most of this vehicles you have to bypass the power cord. you need to wire it strait to the batery and install a tago switch in order to work

disconnect the battery post....remove the bolts holding the starter and then disconnect the wires to the starter.. install in reverse order

batteries have a charge memory in the, when you purchase a new battery the best thing to do is to fully drain the battery before charging it up, this will tell the battery that it needs full charge, if you charge the battery before this it will only charge the battery to a certain percentage.
what you need to do now is find a way to fully discharge the batteries
