Sigmatel Imei No is valid in india

i have an cell phone of sigmatel and i want to activate the web service by using my connection of phone line in computer using data cable.but i have no driver like as nokia pc suite of nokia phone.now i want that there have any driver of this cell phone named sigmatel like as nokia pc suite?if yes,then how will i got that software?please, tell me about my problem.

IMEISV : 78.
MY MOBILE WORKING ONLY SIM 1
WHY NOT WORKING SIM 2 ?
