My ice dispenser keeps freezing up and clogging.

My ice dispenser keeps freezing up and clogging. It appears the flapper that closes after ice is dispensed does close tightly and allows warmer air and humidity to enter to enter the freezer. Can the tension spring on the flapper be adjusted or does it need to be replaced?
