Re: PC to TV connect
Yes, there are converters that can take the VGA terminal on your laptop and convert them to RCA or S-Video. As for the black and whit, try using a different cable, otherwise the jack is bad, and you would have to open the case to fix it.

You should have an output that looks like in the picture below
If not, should look like this
Then, from there just find the right cable for it to connect with your TV. There should be a combination key such as Fn key plus the "F1 to F12" that will have a monitor symbol that will allow you to view on and external monitor or TV.
Press the FN+F5 key, this is the hotkey combination that switches your display from the LCD to the external output. If this does not work, make sure you are using the S-Video output on your laptop to connect to the TV, since your Toshiba model does not have an HDMI compatible output.

This ITV-900 is a one piece PC to TV Converter that
lets you show computer presentations, play games and watch DVDs on TV.
It converts your computer's VGA signal to your TV's S-Video and video
The PC to TV converter supports up to 1024 x 768
resolutions, NTSC/PAL television system, auto fine tuning and more!
This ITV-900 is compact, portable and easy to use!
If the computer does not easily and automatically show the computer screen on the tv through the S-video output, make sure the tv is switched to S-Video and Hold down the Fn + F5 keys to toggle through the video output manually on the laptop. Just make sure that only one video source is connected at a time. Your laptop will not support two output sources at the same time. Below is the user manual in which it discusses the use of an external device on page 70.
Connect your TV to the computer with an S-Video cable. Turn the TV on and choose the AV option (of your TV) to S-Video. It will tell you that there is no signal on the TV.Press the Fn key on the keyboard. While keeping that key pressed, press the F5 key. A small rectangle appears on the screen showing different connection possibilities (LCD, LCD +TV, LCD+CRT, TV only, CRT only). You can cycle through the options by pressing F5 repeatedly. You select the output option (TV + LCD).Release the keys . You will then have your two screens.
Note: I assumed you connect the TV through the S-Video. If your TV can be used as a monitor (it has a VGA adaptor), then with the F5 key select option LCD and CRT
Have you pressed the Fn button and the associated F key to transfer the signal to the S-Video output? If so you may need to configure the display setting for monitor 2 in the display setting in control panel as it will differ from the monitors settings.
what model of TV was it please,
Does your computer have tv out video card installed?
For video to tv you will need a vga to tv converter, this is an external device and will work on the computers vga output straight into a vga input and give you 1 x vga out,1 x rca out, 1 x s/video out, comes supplied all prebuilt with onboard graphics solution. no extra power required runs straight of vga output.
Once the computers video output is established then set the TV up to tune into the converters output signal.
HD TV can be set up to run thru rca and components and if model is late enough shuld come equip with serial vga input for computers.Other than that HDMI seems to be the better quality of picture over rca component.Cost verses dollar really and function.
