Good day sir/ma'am, chances are that your power supply box is the faulty part. But to make sure let us test your power supply box. here are the steps:

  1. PC is off, open the side panels of the CPU, disconnect the 20(or 24) pin molex connector from the motherboard.
  2. Get a piece of jumper wire, about 4 inches and splice the ends.
  3. On the molex connector, locate the green wire, then using the jumper wire, short it with the black wire (there are lots of black wires there).
  4. look at the exhaust fan, at this point it should be spinning (good). if not here are the other possible outcome: (1) the fan did not spin. replace the power supply box with a new one. (2) the fan spins momentarily then stops, this condition only occur once. Its either your power supply has no load (intermittent symptoms), or the switching controller stage part is faulty. Better buy a new one than have a headache. (3) blows a fuse. replace the entire box.
If you have a good power supply, install it on your CPU and test.

MY DELL LAPTOP IS NOT STARTING UP

There are multiple issues that can cause the computer not to come up. First thing will be your power supply, you might want to try with another power supply. Another will be the battery, there are many laptops computer that will only work if the battery is good, you might want to stop by a Battery Plus Store or your nearby computer store to try that before buying.
You might also try this: remove the battery, plug your power supply and press the power button. If doesn't work, remove the power plug and press the power button (without battery and power) for 30 seconds allowing the laptop to erase any temporary instruction, then place the battery back and press the power button and see what happens.

Good Luck!!!

Open case and unplug power supply from the board.
plug power cord back in press the power button.
Of course nothing will happen.
unplug power cord again.
plug power supply back into the board.

If nothing happens unplug power cord again.
pull out your memory sticks and plug cord back in and press power button.
Of course not much will happen.
But really something is happening to your computer so continue.
Pull power cord and replace memory sticks.
replace power cord and press power switch.
Continue this pulling out pci cards one at a time until you find out what the problem might be.
Try different keyboards and mice too.
