The chain lubrication should be a non fling chain oil, the non fling addative helps to keep the oil on the bottom of the bar where most cutting is done, rathere than spraying off the end of the bar.

the bar should also raise and lower when you apply tension onto the blade - one way or the other it shoudl allow you to tighten the blade.,.. If it is still loose after that, you may be more safe to grab a new blade if this is from wear or use. Also another fyi: If you get these blades hot and too tight, when they cool, they can warp your bar... I always loosen the chain on mine (per owners manual) immediately after use so it will not do any damage when it cools down.. Did you try to find an owners manual at black and decker dot com? You can use SAE 30 weight motor oil or bar and chain oil. Press the bulb on the resevoir cap 2x before each cut making sure the saw is pointed down and to the right to let the gravity feed oiling system work properly.
Each type of chain may be a little different but for the most part it's about 45 degrees for the teeth that have a square outside to topside angle and 35 to 40 for the rounded outside to topside teeth.
