It doesn't look like the operating system has been installed properly. If you paid someone to do this, you need to go back and ask them to install the operating system again.
If you replaced it, then you need to re-install the operating system. With luck you would have been supplied and O/S disk with your laptop. If not, then the O/S recovery software was stored on a partition on your old hard drive and is now lost.
You'll have to buy or borrow a copy of windows, you'll need a code of authority to go with it or you can download a version on linux for free. I'd go for Ubuntu. Just google it.

But if you have a backup use it. Is helping you to save your private data like a.. photo , music , movie , etc.

Acer....gotta love it... You aren't alone when looking for help with Acer's framework technology. What you're going to want to do is use the Msconfig utility to work
around this problem. To start msconfig click on Start, select Run, type
msconfig in the Run text box then click on OK.
Next select the Startup tab when msconfig opens. Look in the list for eRecovery Service
and uncheck it. Select Apply and then OK when done. It will pop a
message that a restart is require for changes to take effect. Restart
the system.
From what I've read, this may or may not completely
fix the INT15 Error eRecovery must be terminated error message. If it
doesn't, go back into msconfig/startup and look to see if PCMService has been unchecked. If so, recheck it, select apply and OK, then reboot.
This was all the info I could dig up so I'm not 100% sure if the suggestions are guaranteed to work.
