It sounds like you may have to go into Control Panel / Add, remove programs and uninstall anything to do with Radeon or ATI.
Restart the computer and try reinstalling.

Access "Device Manager".
Expand the "Video Adapter" section.
Select the existing video-card.
Right-mouse click on that object, and choose "Remove".
Shutdown.
Power-off.
Change video-cards.
Start Windows.
Follow the "found new hardware" to install the software for the new video-card.
