You can't fix the power supply for any reasonable amount of money. However, when ever the PS or enclosure fails there is an affordable option, replce both. Stop in at your local PC shop and ask the techs to move your drive into a new enclosure. This will remedy two potential problems and cost less than buying a power supply.

If its just the power supply that is bad you can buy one here http://www.lcdpayless.com/productpage.php?productId=3910
You could also take the drive to Radio Shack and they might have a universal power supply that would replace the OEM one.
