LOL. Tell your dad since he has lived that long, he deserves free answers! Yes on that Carrier package unit, there is a time delay fan switch. I believe it is located up by the blower section, and probably when you take the two screws out that hold it, there will be an insert behind it. Shouldn't cost too much, less than 100 anyway. Be sure to shut the power off to the unit before taking it loose. Hope this helps. Keep your dad cool, he deserves it.
Simplest thing to do is get an air compressor and clean the outside aircon condenser. This if blocked will cause cooling and heating problems. Not to forget to clean the inside evaporator filters as well.
Disconnect power to the unit and reconnect. If "stop" is still on the display you will probably need a qualified technician to trouble shoot. The best mode is the snowflake (cooling). The rain drop is dehumidification which can cause condesation on unit.
It sounds likke there is a svere leak in your ac system. You simply need a good AC technician that knows what he is doing. The leakage should be easy to detect by what you are saying. There is a dye you can charge the system with that will make any leaks obvious. You can try that, but when it comes to repair, remember the system needs to be pulled into a vacuum before recharging with freon.
