Likely not. It is a great idea, and perhaps someday someone will start a website to allow users to download recovery disc sets for out of warranty machines, but as of yet, there is no such site. If you contact Dell, you will likely have to purchase recovery discs. the GOOD news is, you can purchase them, make a backup and store the originals in a safe place. You can also take your PC to a shop, where they will likely load a generic copy of windows (using your key, so please ensure the windows key is legible and legitimate), for about 80-100 dollars. But, should you ever need to redo your machine again, it will cost you 80-100 again. SO, in my opinion, your BEST and cheapest option is bite the bullet, Call Dell, and order those recovery discs for your machine, then copy them to your hearts desire, and leave the originals in a cool, dry, safe place, such as an attic or top of a shelf in a closet someplace.
