7E is a memory issue or general driver fault. It's windows way of saying "i dunno it just died". If you have Dell diagnostics, run a full system check, to ensure the hardware is ok. If you get no errors, then you have a driver fault in windows. This is From Microsoft:

Basically, the 7E error is a defective driver. You will likely have to get your computer recovered by a professional shop, or if you have nothing important on it, attempt to reformat and reinstall. It is unfair that Windows has borked your computer and they wont fix it. I hope I was able to at least point you in the right direction.

- The problem is, software and drivers have to be loaded for windows to 'stand' on, just like scaffolding has to be assembled for workers to stand on. If the pieces of scaffolding are for different scaffolding types, they wont fit together, and can cause a rickety structure, just like here. BUT, there MIGHT be a way around it. You have to be very geeky, but it could be done.
You will basically be using the command line to do a restore of your hard drive. The article was posted a few years back by Charlie White.

basically, you are going to install windows on top of itself, use the "fresh install files' and overwrite the corrupted ones. (he called it a life boat). I had to DO this once a few years back, so I know it works, if you FOLLOW IT TO THE LETTER. This will allow you to access the "windows restore" files, and restore your machine to a date prior to the SP3 upgrade. Also, if you are going to upgrade, Download the full update Executable from ms. Dont do it from the website, download it and store the SP3 on the hard drive, then run it. its much safer.
