Most likely a driver corruption. First of all get the latest drivers from Toshiba  - as in Save, not Run. Once they are all downloaded in your laptop go to Control Panel / Programs , uninstall all drivers from there and shut down your pc. Now, important, remove the battery for at least an hour. Start your pc, close the New hardware windows that will appear and , starting with the chipset one, run all the drivers installers you downloaded one after another.
After the installs are finished run a system cleaner (like CCleaner or Advanced System Cleaner) and restart again. That should be all.

Possibly you are connecting a highspeed usb device to a low speed port. Many computers need USB 2 drivers manually installed to recognize high speed devices. windows by default installs a generic driver that sometimes does not recognize the ports properly.
