The possibility that the video setting in the bios is blocking your video seems to be what could be wrong.
To reset the bios, turn off all power to the board or remove the power cord from the power supply. Find the bios and the jumper next to it, short the jumper for a few seconds, then replace the jumper to it's original position, and then try the computer with a pci video card.

I did some research on the Internet for this board. It seems that the cpu can have video problems, and if that is the case, you will never make video work unless you change the cpu.

Possible fix: Either change the cpu, if that is the problem, or change the mother board to another one which can fit or is a replacement for yours.
you may find a replacement of either one that fits or one which is an exact replacement on Ebay. Do a search for the board you desire. Prices vary, and are not too expensive considering. Prices are from a few $$ to over $50.00. Get one which is known to work correctly and try to get a cpu at the same time, if that is your final choice. One example on Ebay

My suggestion, if I had to do this would be to get another mother board with a cpu which will fit this computer, then re-install what is needed and make the operating system work. A complete restore should not be necessary, if you change the mother board, but many things will have to be re-installed.
A note: It may be a good idea to back up your boot drive on another computer and set it as a slave drive. This way you can save any data which may be destroyed when you re-install, if it is necessary to do that.
Remember, a Windows OS in which you have saved a lot of data to "my documents" will be all removed, and destroyed should you need to re-install any of the operating system. That is why you should consider to backup your original data before starting a new mother board.
