There are several different styles of the Graco Quattro Tour stroller, but it seems that all styles have similar instructions for the wheels. For the front wheels, you might need a flat head screwdriver. The front wheels snap into place, so there should be some form of clip that is holding them in place. You will need to locate this clip (which may be inside the piece connecting the two wheels together. Use the screwdriver to reach this piece, and push it in, then slide the wheel off while the clip is still compressed.
The rear wheels will also require the use of a flathead screwdriver. There is a Graco logo on each back wheel. It is an oval piece that should be pried off with the screwdriver. You will then see a locking pin under it. You will need to use the screwdriver to spread the open end more so that the pin will be wide enough to slide out of the axle hole. Remove the wheel and the washer (be careful to move the pin and the washer somewhere where you child cannot find it, as they can be choking hazards).

i have the graco quattro tour sport, i put it together & noticed the swivel lock was missing! I have to take the wheel back tonight but i had already put it on the pram! after reading 'Adorough's' comment i had good look at the wheel to figure out how to get it off. 1) fold the pram up and stand it so the front wheels are up. 2) if you look round the back of the front wheel you should see a round 'pin' which is set back, you well need a pen or something pointy to press the pin in & pull the wheel! That worked for me.
