I'm not sure if this is the case with you. This is from page 60 of your manual. Start at page 59 as this is the start for connections.

When the device is locked, you cannot use Bluetooth
connectivity. See ‘Phone and SIM card’, p. 102 for more
information on locking the device.

make sure that your bluetooth's discovery setting is set as "anyone can see you or discover you".
