Before this happened did you enter your passcode in wrong a couple times?
If that was the case, hook up the phone to the same computer that you used with this phone and perform another sync. This will back up your personal information, unfortunately not your movies.
Once you have done this, make sure you have the latest itunes download.
Next, connect your iphone to your computer and select your iphone under Devices.
Select the Summary tab, then
Select the Restore option.
If you haven't backed up your iphone, Select Backup.
When that is finished,
Select the Restore option.
After it is restored, keep it connected to iTunes.
Keep it connected until the Connect to iTunes screen goes away OR you see 'iPhone is Activated.
Next you will see a screen to choose either the 'Set up as a new iPhone or Restore from the Backup.
Choose your last backup, then select Continue.
Your iPhone should be back to normal.
