The belt is probably stretched and not turning against the resistance of the carpet. You can get a replacement belt here: http://vacbelts.com/hoover-windtunnel-38528-035-belt.htm

Your belt is stretched or worn and therefore cannot turn against the resistance of the carpet. If you replace the belt it will fix the problem. You can get the belt you need here:
