I need my video card sent in to be fixed and i am not going to pay because it's still under warranty it's an ati 700x

Suggest you get in contact with the manufacturer of your video card. There is a toll free number you can call for warranty-related issues. In some cases they will send you a package to mail it to them in. Worse case scenario would be you pay postage to send it to them. They repair it or replace it and send it back to you.

Can you fix my broken radeon 4890 graphics card?

Fixya can't but ATI/AMD should be able to. ATi has always been one of the best for warranties. Go to the atitech or amdati website and click on the support pages and go to the contact numbers. There should be a toll free number for your area (I'd give that t you but have no idea where you are located)
When you talk to the support type there they will be able to tell you if you are covered under warranty. One thing they offer is a flat fee repair or replacement. I think the cost is about 1.3 to about 1/2 of a new card but best to get that price from them.

Display problem - Dell D600

Try re-installing the ATI Redeon graphics driver (video driver). If problem persist, I suspected its your video card is having a problem. I believe it is built in on your machine. So you need to replace a system board.

If machine is under warranty, no need to pay for the repairs.

ATI X800 XT Mac Edition and Mac G5 boot troubleshooting

I have the same card and many of the same issues.  I got an RMA number and had to contact ATI after "Clear Business Days" to get a status report.  Having finally gotten a response, I find out that it will be 10 to 12 WEEKS before the card comes back.
Knowing what I know now, I would not purchase this card again.
