This depends to some extent on what OS you're running, but the basics apply across the board. Run disk cleanup to clear out the temp files and empty the trash. Run disk defragmenter to improve disk access speeds. Uninstall unnecessary or no longer needed programs and use msconfig to disable unneeded startup processes (non-microsoft) that have been automatically installed with programs but don't need to run at boot. If you have a full service Internet Security suite running instead of a stand alone AV and firewall, look at AV comparatives or similar reports and evaluate your security software's use of system resources to see if it's a known hog. Consider switching to one that is well reputed but has a lighter footprint.
Having done all this, if your performance is still sub-par, you may need to upgrade the ram installed in the computer.
