The power supply in your amp is shorted. Rockford 401S uses IRF3205 mosfets in the power supply. The amp probably had a output fet short and the fuse inline was to big or there was no fuse and it took out the power supply. Alot of times the power supply can still be good but the amp wont always power on with a shorted output fet and sometimes it will. People tend to try and power the amp up then without the fuse and then blow the power supply. The pop and smoking inside your amp was most likely your power supply fets. I can repair the amp for you, shoot me an e-mail. Hope this helps.......
you have blown the actual filters that make the sound. a amp is basically a filter with the same filters on both channels on each side of the inside of the amp - channel 1 and channel 2, that pop was in the heat sinks of the amp usually. if you have replaced the fuse in this amp and you get no on light, the internal amp is in need of repair

ok....my amp had a couple parts that were fried...(a couple capacitors and two of those chip looking things. i forgot what they r called.) anyways I was told by some tech that as long as the part num (ex. RFP50N06...which is the actual num.) are the same, the new chip would work. The amp still does not work. now the old chip has the serial num on top of another num...( H9 ) now the new chips i bought has the serial num (mentioned above RFP....etc)below another code that shows " F 1G23SF. now does that make a diff, n if it does...where can I buy the actual "chip" or resistor or whatever it is called
