L13V36 Dark Screen, picture can be seen in bright light.

I just purchased a used L13V36 monitor TV. Sometimes when I turn it on the picture is bright and normal for just a second or two. The sound works but the picture is really dark 99.9% of the time. I can see it (barely) in bright floresent light. I tried the menus setting and turned the contrast and brightness up and down. Can this be repaired or should I just chuck it out? I'm guessing it's the back light. Thanks for any response. Jake
My computer is bright and I tried putting low contrast and brightness, but still kind of bright. It hurts my eyes a little.
