Has the printer sat for a while without printing? Are you using a refill kit or new cartridges?
An ink cartridge will dry-up if it sits for two long. When this happens the computer will read that they are full, but in reality they are bad.
If you are using a refill kit to refill them then they are likely clogged (common problem with refilling). You can try cleaning the cartridges where they meet the paper, with a cotton swab and some rubbing alcohol.
Most likely the cartridges need replaced.

My Epson Stylus CX6400 Inkjet Printer froze up while it was on and inactive. It wouldn't shut off, so I unplugged it and now it won't come on at all. Only the red exclaimation point (I'm out of cyan ink) and the 'copy print' button light comes on when depressing the 'on' button for a couple of seconds, then goes out.
