The card? There is no switch on it ...
If you are talking about the light on the back ... if there is no light, there is no connection. You might have a bad cable or you might have a dead port on your router ... or your NIC may be dead ... or the drivers may not be loaded or you might have the wrong driver ... but there is no switch on it to turn on or off.
