I have a Brother MFC-5890CN multi purpose printer

I have a Brother MFC-5890CN multi purpose printer that has a fax function.

When I connection the fax to a phone line and try to send out a fax - it says the line is busy but it is not.

Has anyone seen this problem and have a fix for it?
