Please be more sprecific for what do you need. If you want just to capture video with a webcam (to record yourself) there is some software called AMCAP installed (will have to check in the folder where webcam is installed). For web chat/video chat almost every messenger supports web cam For a streaming video (your webcam on the net) should search yourself for a related PHP/ASP script or software
if you have already bought your web cam, install the software first, then connect your web cam. google chat, aim, skype, yawhoo, all allow using the web cam for chats. there are many other programs out that will do the same thing. skype is the only one of the ones that i just listed that charges.
check you internet webcam is broadcasting on the web, there are times that are not functioning or due to low internet connection. also install properly your webcam.
Try updating drivers for web cam, or updating chat application that you are using. Does your web cam work in other applications ? If it does then it is more than likely a problem with your chat application and the best you can do is reinstall or upgrade the chat appli.
