Washing machines don't drain like a sink, there is a pump inside that pumps the water out at the end of a cycle, usually before the spin cycle starts. If the machine is not draining, there is a problem with the pump. Assuming you have an electric pump, either it is not getting electricity due to a defect in the timer or the wiring, or the pump itself is defective.
I don't know what your powers and abilities are, but if possible you can check for power using a multimeter. The pump will be located in the base of the machine, and will be connected to the outer tub with a hose. Turn the water taps off. Remove the power lead from the pump and cycle the timer by hand to see if power is coming to the lead after the wash cycle. If it is not, the timer is likely defective.
If you are getting power, the pump is defective. Depending on the manufacturer, sometimes you can get a repair kit for the pump, but practically your best bet is to go to an appliance place and get a replacement pump - they are common because pumps and timers are the most common machine failures.
Replacing the pump is usually pretty simple, and involves undoing screws for the most part. Just be aware that even in a machine that drains properly there can be up to a liter of water left in the pumps and hoses.

I am experiencing the dreaded F1 error on my Oasis HE model 27082603 when filling. I can stop and restart and it will fill normally. It has started to do this on most every load, with ocassionally doing it on the rinse cycle, also. I this washer on the recall list?
