Sometimes the codes used in the remote are the wrong type for your model VCR. Though functions will work with some codes. It's best to try some of the other codes for GE VCR's and see if that triggers it to life the missing menu.

The power comes on but I am not able to activate the Menu function so that I can set the VCR to tape a television program.

If the menu function is not working, then part of the processor ic is not working, to repair this would not be cost effective.

The menu button is not responding.

If you are using a universal remote to open the menu you might want to find out if you are in the correct code try all yhe codes available for the device you have, some of the universals will not operate the menu function at all. If your vcr has the menu key in the front panel, it might be that the actual actuator key may have to be cleaned or sometimes even replaced, this happens when the key is not used often enough.

Accessing the menu and timer recordings

Oh boy! Most late VCRs must have a functional remote to get to the advanced functions such as setting time, programming, etc. The front panel buttons only have stop/play/rewind/ffwd/eject and so forth. Either obtain an exact remote, or one of aftermarket universal remote boxes which have menu functions.
