Your operating system files may be damaged try restoring your PC to older dates so that it will restore to the old date when your laptop worked properly.

Sounds like malware, try rebooting and enter safe mode with networking (repeatedly hitting F8 as soon as it starts rebooting will bring up this menu) . Install ADWcleaner and run through the scan then reboot into normal mode
if it's a laptop, which it should be, then it will be in your "All Programs" in your start menu. Inside that menu you'll see a list and one folder/application should say: Acer Crystal Eye Webcam.
If your computer was bought second-hand and/or was formatted and it DOESN'T have that in your program files then you're missing the webcam drivers. You can find those on Acer support

Here is the instruction on how to reset your acer to factory settings.
Make sure all programs are closed and shut down your Acer laptop by opening your Start menu and selecting "Shut Down" from the options for shutting down and restarting window.Detach any external hardware such as an external hard drive or printer.Back up all necessary data to an external device such as a disk, flash drive or hard drivePress "Alt + F10" on your keyboard when the Acer screen appears at the start of the boot up process. Wait a moment while Windows loads the reset files.Press the Power button to boot your Acer laptop.Select "Restore System from factory default" in the Acer eRecovery Management window.Click "Next" on the next screen to continue. Click "Next" on the following destination information window. This will pop up a notice telling you that resetting your Acer laptop will erase all data and restore the laptop to its original settings and configuration.Wait while your Acer laptop is reset to factory settings.Click "OK" in the notice window to proceed with resetting your Acer laptop.
Click the "Restore" button on the bottom of the dialog box that opens.
Click "Restore System to Factory Default."
Click "Yes" in the warning dialog box which asks if you wish to continue the recovery process.
Click "Start" to restore the computer to the default factory settings
If you are unable to access the Start menu, use the recovery CDs that came with the computer and
always make a back-up CD before restoring a computer to factory defaults.

Go to "C" Drive--> Program Files --> MS Office --> Office12, there you can able to see the EXCEL. Right click on that EXCEL and you can able to view the option "PIN TO START MENU". Now you check in your start menu. You can able to view the EXCEL.
If you need it on your Desktop, then also open the same and Right click on Excel --> Select Send To --> Desktop. Now check on your desktop, you can able to view the Shortcut of Excel there.
Before restoring your machine to factory default please make sure that you mback up all your program and files to any external device.
Please follow the step by step procedure to restore your machine to factory default.

The webcam on your laptop is already installed on your laptop. Click the start menu, go to programs and look for the program of your webcam, once you find it, click it and your webcam will open automatically. Also you will find all the picture yo snapped in a folder of "My Document"
Most HP laptops uses Cybershot web cam, so if your were using HP, I would have specifically told you to look out for cybershop in the "program" of start menu. But since you are using Acer, it might not use cybershot. Just search thoroughly, you will definitely find it in "Programs".
ok..try the F8 key, that starts safe mode..and then do a disk clean and defrag from the programs accessories, system tools menu..then restart it..and then get a back up set up..
