Re: The brush does not turn and the belt is not broken
It needs cleaned, it is very easy to take apart. clean the roller, clean the ends of the roller and all ports. clean the whole bottom part of the vac removing any hair build up. take it outdoors:)
this is a common problem the beater bar moves on air flow, the air flow may be good but there is stuff wrapped around the ends of the beater bar, disassemble bottom of the unit and clean real good. it comes apart real easy :)

I can't tell for sure from the pictures, but there are two possibilities - the drive belt to the brushes broke, or the brush can't turn due to excessive hair wrapped around the shaft. If the belt is OK but the brush does not turn, you should smell burning rubber.
If the belt is broken, you have to remove the bottom plate to expose the brush, remove the brush and the broken belt, and replace the belt, and put it back to gether. While you have the brush out, now would be a good time to clean it - remove the hair, etc from the brush and around the shaft. Good Luck!
It's probably either just dirty, or the belt is broken. If it's dirty, you can just take the cover off (two Phillips head screws on the bottom) and clean everything off the brush.
If the belt is broken, you can tell by turning the large gear at the back of the brush -- if the brush turns when you spin the gear, the belt isn't broken -- then you'll need to replace it. You can buy a new belt online, or you can buy a replacement Turbo Brush directly from Bissell ($24.99).
Most likely a problem with the drive belt or the beater brush.
Either the drive belt is broken or the beater brush is frozen due to debris.
If you can not turn the beater brush by hand, it should be removed and cleaned well. The ends of the beater brush that hold it into the vacuum should be lubricated with some WD40 and moved by hand until they are free. Once the turn freely, replace the beater brush.
If the drive belt is broken or missing, it needs to be replaced.
You will have a slipping or broken belt turn brush by hand have machine off check if belt is broken if it is replace with new. undo brush holder and brushes should come out there may be more screws to undo after the brush holder but very simple job. good luck
I had the same problem but I found that I had replaced belt incorrectly. After placing one end of belt around pully, it has to be run behind the "belt disengager" which looks like a 1/2" wide metal tab just past pulley. After placing belt correctly I had no more belt, burning smell or brush problems.
the roller and ports are clean
