You have to take it to an expert. But thats going to be expensive.
If you can't afford it, you can take the plastic casing of the drive enclosure. When you get the plastic all the way off, there will be a regular computer hard drive inside. take the hard drive out. Try hooking it up directly to your computer. The hard drive is most likely a Serial ATA drive. If *********** board can't support Serial ATA drives the I would find a computer that does. If you take it to a place like staples, the can test to see if you can get the data off that way if you are unable to hook it up to *********** board.
If you can't afford that OR if you could hook it up to your computer but the drive still wouldn't go:
Take the top layer off the hard drive its self. You will need 2 different types of screw drivers. A phillips and a torx driver. So the top layer is the one with the writing on it, will say something like "Western Digital Green" or "Seagate Barracuda" something along those lines. If it has no writing on it, just be sure that the green board is on the bottom. Don't take it off all the way at first. just loosen each screw a little at a time and hooking it up. I'd say about a turn to a turn and a half each screw. If the case comes all the way off, and it's still not starting up, the only option you have is to pay someone who has the equipment meant for this to do it. WIll be expensive though..
DO NOT TOUCH THE DISK. If you still plan on trying to get information off of it, then that would be a bad idea.
