I have a new ink cartridge in my Brother HL5250DN...but the ink is coming out faded...could it be the Fuser?

Possibly, but it is more likely to be the drum (DR-520). Print a "settings" page (click GO button 3x). Page 2 should show the estimated life of the fuser and the drum so you can decide which one you need to replace.
