It's not a phone. It's a pocket PC.
CAUTION: For synchronization to work properly, install Microsoft
ActiveSync on your personal computer before you connect your
iPAQ Pocket PC to your computer.
To install a CompactFlash (CF) or Secure Digital (SD) card into
an expansion slot on the iPAQ Pocket PC:
1. Locate the appropriate slot on the top of the iPAQ Pocket PC.
To identify slot locations, refer to the Getting Started
document that came with the iPAQ Pocket PC.
2. Before inserting a CompactFlash (CF) card into the CF
expansion slot, pull the plastic slot cover from the CF slot.
3. Insert the expansion card into the appropriate expansion slot
and push the connection edge of the card firmly into the
expansion slot.
✎If your expansion card is not recognized, follow the card
manufacturer’s instructions to install it.
✎For more detailed help, refer to the Help files installed on your
iPAQ Pocket PC. From the Start menu, tap Help > Connections.
✎To prevent power loss, remove any expansion cards from either
the CF or SD expansion slots before turning off the iPAQ
Pocket PC.

Collected from user, it seems don't have a option for SIM.

1 A standard Wi-Fi infrastructure, other Bluetooth-enabled devices, separately purchased equipment, and a service contract with a wireless airtime provider may be required for applicable wireless communication. Wireless Internet use requires a separately purchased service contract. Check with wireless network service providers for availability and coverage in your area. Not all web content available.
2 User must have HP ProtectTools features enabled.
3 Requires Bluetooth enabled mobile, separately purchased wireless carrier/Internet service plan(s) and supporting IT infrastructure.
4 Telephone service requires separately purchased contract with a telephone service provider with coverage in your service area.
5 Wireless access point required and is not included. Availability of public wireless access points limited. Wireless Internet use may require separately purchased Internet service contract.

Startup shutdown

a new battery tried yet, battery tests , with a volt meter
only show if cells are shorted, or low charge state (SOC)
only load tests on battery show weak cells.
the top failure on something like this is the battery.
unless dropped.(and any fail possible)
HP has a real forum. why not ask there.
but battery, is top suspect
