Wont fill or spin runs dry

I have a GE washer model WBSE3120B1WW . I recently put in a new clutch (4 months ago) and it has been working great. But now it will not spin. When I try to put it on any cycle it will not fill but instead starts to agitate, It willgo through the whole cycle dry and then not spin. I checked the water and it is on
