call the electrician or contractor that installed them... there are many places that could be messed up...

Are you 100% sure the were wired together? Seems like they might have got left unhooked.

Are the new downlights supposed to turn on with the existing or did you add a new switch for the new 6 downlights?

there must be a second switch somewhere. 12 lights on one switch are too many.
