Problem for ViewSonic E70f (Beige) 17" CRT Monitor

Cyan screen with white horizontal line always stays

i had this monitor for only 2 yrs... that screen appears whenever it is turned on... dunno what happened, i can't even adjust the contrast, brightness etc cause when i press the buttons it won't respond.... i cant see my pointer and every operation, i always see that screen... how can i fix it?

Its a monitor problem ok pls check the power is ok i mean 220/110V what voltage u r using u have to put 220 v in monitor if 220 v is connected the u r monitor problem its fly bag three leg transistor week.
