To access the router, plug the cable from the computer into one of the 4 network jacks. You should be able to access the control panel now at 192.168.1.1.
Try to reset to default settings (defaul IP address 192.168.1.1)
Make sure that your PC have a IP address of same subnet 192.168.1.xxx, like 192.168.1.2.

On the back of the router there will be a small pinhole put a paperclip or similar item in that hole and hold it for about 15 seconds this will reset the router back to default settings after that open up your web browser and try to connect to 192.168.1.1 if you can the default password is admin with no user name, hope this helps :)
Go to your network connection status/properties and click on details. Look for default gateway.
sometimes it changes to .100 or something like that
To find your routers address
click on start.
Then click on run.
Type in cmd.
Then type in ipconfig/all
your routers address will be the default gateway
First check the IP address and the default gateway on the computer, make sure that your computer will be able to go online through the router. or it should have connection to the router.

I just installed the wrt610N and had the same problem. I used the setup disk that came with the router. It turns out that the system was setup on 192.168.0.xxx; so when I went to 192.168.0,.1, I was able to get in. I don't know why it did not set it up to 192.168.1.xxx as is the normal default setting. Does anyone know why? Thanks. (hope this helps)

Problem can't be solved as described, a fixer would need more details.
What kind of modem/router is it?
What instructions are you working from so far (you say, "as instructed" so I take it you're looking at a Quick Start Guide of some sort?)
How are you connected to it?
What http address are you going to (E.g. some routers use 192.168.1.1, others 192.168.1.254 or various alternatives)
What happens when you enter that address on a browser?
Have you set your computer's address to a nearby address so it can talk to the route?
If I had one guess with not enough information, I'd say you need to set your PC to an address one different from the target you're going to.

You can do this by
logging into your routers-control panel.
To login to your router, you need to know the default gateway.
This can be done by clicking
Start >
Run >
cmd >
ipconfig
Example below:
Then just write down your default gateway, and open to your web browser.
Type in your default gateway and hit ENTER.
You will see a login panel.( I've not, your logged in automatically )
Standard username: admin
Standard password: admin
Now find your Wireless settings, enter any the security-code and hit Apply/OK.
Now you've successfully set your WEP/WPA-code !
