Question about Washing Machines
Is the capacitor on a lsr5232lq0 connected to the spin or wash cycle?
Yes and no :) It's connected in series with a set of centrifugal switch contacts and the start winding. The start winding's "polarity" with respect to the run winding is reversed by the timer switches (just below it in the diagram) depending on whether agitation or spin is needed.

It is a common fault that the drain fails to work in most machines in a period of time and is the most problematic fault in a washing machine. In all occasions it is important that your observation is most important and so is vital to the identification /rectification and solution.
It seems that the time for spinning is short or that the spin speed ( RPM ) is low. If so check the motor drive. Check the capacitor to the motor as a faulty capacitor can reduce the speed.
