How do I connect my Dell P2314T 23 inch Touchscreen Widescreen LCD Monitor to my Dell Optiplex 760 Core 2 Duo SFF ?

you need 2 connections: one for the viewscreen, and one for the touch screen. Then you need the drivers. It supports VGA so use the vga connection if you dont have display port or hdmi. Then, install a USB cable from the PC to the screen to enable touch (and the monitor's built in USB ports) and install the drivers from the dell website, then calibrate the screen.

My Dell P2310H monitor has a vertical Blue line and a white horizontal line displaying on the monitor.

This occurs when you have lines of pixels go out or your video card has gone bad on your computer. You should hook it up to another computer to confirm which is causing the issue and repair/replace the problem device.

Installed a rangeplus adapter on dell 1000 inspiron xp sp3 home

See if you can go into safe mode by hitting the F8 key right after the dell splash screen and right before the XP splash screen comes up. If you can get into safe mode try to uninstall the rangeplus adapter and try reinstalling again after rebooting the system normally.

Monitor compatibility

It will be compatible with the system, just keep on thing in mind, whatever resolution you set your computer at you may have to keep the ratio aspect active so that way the screen looks properly displayed.

Monitr compatibility

That will plug right in. Your existing monitor has a VGA connection, which matches what you have on this monitor (where it plugs in on the back of the computer you will find a blue connector). Just put this one in it's place.

The industry is moving to DVI, which is a long white connector, but monitors are still coming with the VGA connection anyway. This monitor is DVI capable which means it will be great for your next computer, but you will need to buy the DVI cable separately (not today, but when you eventually get a new computer).

I don't know where or how to hook up a web cam to this monitor.

That model of the dell monitor you have is very skinny, you need something that can sit on top comfortably.

I suggest the Logitech Communications Deluxe as shown here courtesy of Logitech:

http://www.logitech.com/index.cfm/webcam_communications/webcams/devices/3057&cl=us,en

Its a webcam that has good quality video and one that I've used in the past. You'll notice the way its shaped that it will sit and conform to the natural shape of your monitor.
