WHEN I PLUG MY TOM TOM 700 INTO THE MAINS OR CAR ADAPTER THE GREEN LIGHT IS ON. WHEN I DISCONNECT THE LIGHT GOES OFF. IT HAS BEEN ON CHARGE OVERNIGHT, BUT IT WILL NOT POWER UP.

If your GPS is more that 18 months old it may be that the battery has died.
They can be replaced and a good source is Ebay.
About 18 month to 2 years is the expected lifespan.
Its an awfully short lifespan in my view but thats how it is I am afraid.
The fact that you get the green light should mean its charging but its pretty clear its not holding that charge.
