That all depends on your knowledge of computers! Let's start by going through a few prelimary steps to help identify the problem.
Questions:
1) When the computer starts up, it asks for the password first, and do you put in the user name and password? And does it accept it?
2) What operating system are you running? XP, Vista?
3) When the Welcome screen appears and gives you a cursor on the screen, can you move the cursor and it moves around on the screen?
4) What I want you to try is when you get the cursor on the screen, is to Hold down the CTRL and the ALT button together, then has your holding them down hit the "delete" key. Then let go all three. This should bring up a task manager screen. Let me know your results!
5) How long have you had this machine, and did this just start to happen? If so, what software or changes have you made to the computer, just prior to it happening.
Post Back so we can get this resolved. At this point, I still can't tell you if you can fix yourself or not. Maybe after these answers.

I do know that laptop, and the only issues that I've ever come across with a black screen like you have, was the battery was drained, and when the client plugged in the A/C adapter it fixed it. But, it sounds like you have some hardware issues going on there, that I think since it's that new, I'd send it back to Toshiba to have it repaired. Take advantage of the warranty for sure. But, you can't say you didn't try.
